The more precise your details, the more accurate the first quote. It helps to know the roof shape, the current covering, the rough area and the year the house was built. For older buildings, roofers often ask whether there are fibre cement sheets on the roof, because removing them requires special safety measures.
You can send the roofer photos of the roof and the affected area when you first get in touch. Also note how to reach the house and the property, as this determines where scaffolding and a skip can go.
Do not just compare the final price. A good quote lists each item separately: scaffolding, stripping and disposing of the old roof, materials, insulation, flashings and gutters. If one quote is missing an item, ask whether it is included.
In Germany, roofing is a regulated trade that requires registration in the trades register (Handwerksrolle). Wherever you are, ask for proof of qualification if in doubt, for references from your area and for the warranty on the work.

Usually not for re-covering a roof in the same shape. A dormer, a change to the roof shape or a listed building may require a permit. This depends on the region and the project, and the roofer or your local building authority can tell you what applies.
If the roof is being re-covered anyway, insulation can be added with little extra effort, because the scaffolding is already up and the roof is open. The roofer decides which insulation suits the build-up of your roof.
